Perhaps the first time that North Korea warned about a ship being removed from its flag, and still no reaction! Seems that those in charge in the Black sea MoU were not really motivated to stop dangerous vessels.

The suggestion of Captain Hristo Papukchiev to stress the importance of removing the documents when the flag has been lost is excellent. Within the Paris MoU it is enough to detain the ship, and have time to further check if the ship is seaworthy.

It is also difficult to understand why that ship was not inspected every month after so many detentions and the observation of structural deficiencies, or been sent to a repair or scrap yard.

I am working for a couple of years as a lifeboat inspector/ service engineer now. The main problem i encountered in the beginning, and warn my trainees over and over again for it: Never let a ships crew,
or captain overrule your safety demands before entering the capsule! The technical part of the job is never the issue... Using skilled people etc.
Crew is nervous, owner is pushing for certificate.
I fully agree the on-load hooks need to be improved.
But have more doubts about training, incl refreshing.
