Great case, presentation & recommendations. I have searched for a copy of “IMO Circular 1903″ but have not been able to locate it. Can you provide me with the exact name of the circular and IMO reference code so that I may provide this to our staff to further their education on inspecting lifesaving equipmenet and apparatus. Thanks for your assistance!

Many thanks, Commander. As you may have suspected, there was a typo and the IMO circular is 1093, not 1903 (Wish I could blame ATSB, but can’t, mia culpa). It’s now corrected. The circular is available at http://www.imo.org/includes/blastData.asp/doc_id=3013/1093.pdf
