The Philippines will ban single-hull oil tankers from its waters from April, two years earlier than planned, after the worst oil spill in the country’s history and a separate leak in South Korea. Vessels carrying “black” petroleum products such as crude oil and bunker fuel won’t be allowed to dock at ports from April 1 without a double hull, said.

The French oil giant is “disappointed” that the Paris Criminal Court imposed a fine for the maritime pollution that occurred as result of the 1999 sinking of the tanker Erika.

UK – update re sinking of ICE PRINCE The UK Maritime and Coastguard Agency (MCA) issued a press notice stating that the estimated clearance over the wreck of the ICE PRINCE is 46.8 meters, but that an Irish Lights vessel will examine and confirm the clearance.  In the meantime, a temporary exclusion zone of 1000 meters is in effect.  Bundles of the floating timber are breaking up, but may still present a hazard, particularly for smaller vessels.  An incident report provides further details. Freighter to Replace Damaged Ship

Commodore Goodwill sustained damage to its hull during high winds on December 10 and it is not known when it will be back in service. The ship usually delivers some food and goods to Guernsey. San Francisco Bay – initial report on Cosco Busan incident prepared

The US Coast Guard issued a press release stating that the initial report on the COSCO BUSAN incident has been prepared and forwarded to Headquarters for review.  The report, prepared by the Incident Specific Preparedness Review (ISPR) team, focuses on the first two weeks of the response to the November 7, 2007 allision of the freighter with a pier of the San Francisco-Oakland Bay Bridge and the ensuing oil spill.  Public release of the report is expected in approximately two weeks. Savannah River – grounded vessel refloated

The US Coast Guard issued a press release stating that the container ship that grounded in the Savannah River has been refloated with the assistance of two towing vessels.  The ship has been moved to an anchorage area until the problem causing the grounding has been identified and repaired.  The incident is under investigation. (1/16/08).

Duluth – salvage plan approved for partially sunken laker

The US Coast Guard issued a press release stating that the salvage plan has been approved for the laker that partially sank after striking a submerged object while approaching its pier in Duluth.  Deballasting is expected to take several days.  Then repairs can be effected. (1/16/08).

Cargo Ship Sinks Off Philippines

Rescuers were searching for 10 Filipino crewmen missing after a Taiwanese-owned cargo ship sank off the northern Philippines on Wednesday, coast guard officials said.

The Panama-registered MV Ho Feng sank off the northern Batanes island group with 20 crew on board, said coast guard spokesman Lt. Armand Balilo. He said it was unclear what caused it to sink.

“Six of the crewmen have been rescued by passing ships, four are still being rescued while 10 remain missing,” he said.

USCG – master charged in bridge allision

The US Coast Guard issued a press release stating that the master of the tug that was towing a crane barge when it struck a bridge near Beaufort, South Carolina on April 26, 2007 has been charged in the agency’s administrative process with negligence and misconduct.  As part of a settlement agreement, the mariner has agreed to a six-month suspension of his license and will attend a bridge resource management class (how ironic).  A civil penalty process has been initiated regarding actions of the company operating the tug. Legal fears left Atlantic Conveyor defenceless

A helicopter-carrying merchant ship that sank with the loss of 12 men after being hit by two Exocet missiles in the 1982 Falklands conflict was unarmed and unprotected because Ministry of Defence lawyers feared that it was illegal to fit a commercial vessel with weapon systems, according to newly released classified documents.

The container ship Atlantic Conveyor, which had sailed to the South Atlantic just six days after being requisitioned by the MoD, was struck on May 25, causing devastating fires and explosions on board – a storage section filled with cluster bombs and kerosene blew up.

It was one of the biggest-impact attacks by Argentine Exocet-armed Super Etendard bombers because the Atlantic Conveyor was carrying four Chinook and seven Wessex helicopters, all of which would have played a crucial role in ferrying British troops across the Falklands as part of the campaign to liberate the islands.

The Argentinians were hoping to target one of the two Royal Navy aircraft carriers but the missiles homed in on the 14,950-tonne merchant ship.

Ballast water convention: Worldwide *updates*

11th December 2007: IMO – Enforcement of the first deadline for the fitting of ballast water treatment facilities on new build ships under the forthcoming Ballast Water Management Convention has been postponed by the IMO.

Delays with ratification of the convention, and the type approval of treatment equipment are thought to have contributed to the decision by the IMO to delay the enforcement of Regulation B-3Ballast Water Management for Ships.

Shipowners will not be required to have systems installed on vessels constructed during 2009  with a ballast capacity of less than 5,000 cubic metres until the second annual survey, but before January 2012.

The assembly has requested the Marine Environmental Protection Committee to review, and possibly extend this postponement to ships built during 2010 as well if it believes there is not the “immediate availability of type approved technology” when it meets in October next year.
